Validating that this step works:

Publish the change to PreProd. There are two ways to do this: 

a. Manually publish the item and select the PreProd Target only. 
b. The Submit action in Workflow publishes the changes to PreProd (the Preview site) This step does satisfy the manual publishing requirement.
